- Annual expenditure growth reduced from 10.2% to 2.8%.
- Fund balance increased to equal 40 percent of expenditures.

- Deferred infrastructure improvements totaling more than $210 million addressed without tax increase.
- Supervisor to employee ratio reduced from 1 to 4 to 1 to 15.
