About Gerald Seals, D. Div., Phd.

A successful thirty-plus year career as chief executive officer in the public sector; owner of several businesses, speaker, management consultant, and tenured professor, specializing in strategic management, human resources management, ethics, and organizational leadership. Founding pastor of Living Word Church and Fellowship of our lord and Savior and Jesus Christ.

Published book author of Business Law. Gerald holds three doctorate degrees and is the author of Taming City Hall, Thoughts on Life, and author of several management articles.

The Defense Department honored Gerald as the distinguished trainer and guest speaker to future leaders (all holding the rank of Colonel) of the Army Management Staff College
Class, 92-1.

About Dr. Sandra Yudice

Dr. Sandra Yudice earned her Doctorate Degree in Public Policy and Administration from Walden University in 2016. She also has a Master’s Degree in Public Policy, minoring in Public Finance, from the University of Maryland. She earned a Bachelor of Science degree in Economics from the State University of New York. As scholar-practitioner, Dr. Yudice has more than 26 years of experience in public administration at the local level in South Carolina including Greenville County, Richland County, and the City of Georgetown. She has extensive experience in directly advising and supporting elected and appointed officials, reviewing and formulating administrative, financial, and public policies. Dr. Yudice is skilled in conducting thorough research on policy matters including data collection, processing, analysis, writing reports, and presenting results.

During her tenure as Georgetown city administrator, she focused her efforts to improve the city’s infrastructure including utilities, bringing more than $20 million in grants from the federal and state governments. Dr. Yudice also spearheaded efforts to initiate a strategic plan for the City of Georgetown engaging residents and city council to adopt a vision, a mission, and values for the city. She improved efficiency through technology, addressed stormwater issues, and implemented a compensation plan in phases. She also moved forward with finding a site for a new city hall and improving working environment for city employees through better public facilities.

In Richland County, as assistant county administrator and the acting budget director, Dr. Yudice led the finance team in developing the county’s first biennium operating and capital improvement budgets, the Vehicle Replacement Fund, the Computer and Technology Replacement Fund, a new CAMA system for the Assessor’s Office. She also led the Human Resources team in completing a Total Rewards (classification and compensation) study. In Greenville County, Dr. Yudice was instrumental in the development of the nationally acclaimed Swamp Rabbit Trail, bringing economic development to all the areas the trail runs through and the initial development of the Heritage Green site in downtown Greenville. In the early years of her public administration career, she was involved in the implementation of the Prescription for Progress policy to improve the county’s road infrastructure and the first biennium budget for the county.
